The building locations (aside from the citadel) and functions are probably just made up. As for the general shape there's lots of canon descriptions. I don't think there's a canon map for Minas Tirith though, so you can't ever say it's 100% accurate. The general shape of the walls and citadel is accurate to Tolkien's descriptions.
